The direct meaning is “watchful listening”. The goddess of supreme mercy and compassion has the ability to see the invisible, to improve the mind in order to attain purity, and to hear the unheard. 

Pendant in meditative stance head, with tilted looking at a lotus, which is held in the left hand, while the right hand plucks the lotus.
